Roles and Responsibilities

The Office of Performance Management, Quality Improvement, and Evaluation (OPMQIE) is composed of three sections, as the name indicates. They are Performance Management, Quality Improvement, and Evaluation. The Office oversees performance management and quality improvement activities of the Arkansas Department of Health (ADH). It also conducts the evaluation of ADH programs.

Workforce

The OPMQIE consists of a Director, Quality Assurance Analyst, Performance Manager, Quality Improvement Manager, and two Public Health Evaluators. The Deputy Chief Medical Officer works closely with the OPMQIE representing the guidance and buy-in of the agency’s senior leadership team. The team works with numerous key staff members within the ADH and partners outside ADH to execute activities associated with the initiatives mentioned below.

ADH Accreditation

The OPMQIE is fully responsible for coordinating ADH’s reaccreditation process and ensuring that the requirements of the Public Health Accreditation Board (PHAB) are met during the five-year accredited period. The ADH received an initial public health accreditation award through PHAB in 2016. It was recently awarded the reaccreditation certification in November 2024.

Foundational Capabilities

The OPMQIE is currently engaged in some key initiatives that represent five of the many foundational capabilities of ADH. The five initiatives are Performance Management, Continuous Quality Improvement, State Health Assessment, Arkansas State Health Improvement, and the ADH Strategic Plan. Evaluation

OPMQIE not only performs evaluation of some of the ADH programs but also plans to evaluate whether the entire framework of the foundational capabilities managed by the OPMQIE is effective or not. Through these activities, OPMQIE strives to serve the ADH programs, processes, and services that would directly and indirectly lead to improved health outcomes for Arkansans.
