Promoting Interoperability (PI) Programs for Public Health
Promoting Interoperability Program is a CMS quality and reporting program that:
- Encourages hospitals, critical access hospitals (CAHs), and clinicians to adopt, implement, upgrade, and meaningfully use certified electronic health record technology (CEHRT).
- Shifts focus from basic EHR adoption to true interoperability → meaning seamless, secure electronic sharing of health information across systems and with patients.

Registration and On-Boarding for Public Health Objectives
In support of Medicare’s Promoting Interoperability Program, the Arkansas Department of Health (ADH) utilizes an online system known as the Arkansas Reporting and Communication System (ARCS).
ARCS is designed to collect and document all components of the registration and onboarding process for Eligible Professionals (EPs), Eligible Hospitals (EHs), and Critical Access Hospitals (CAHs) seeking to submit electronic public health data, including but not limited to:
The intent of Arkansas Reporting & Communication System (ARCS) is to allow facilities the opportunity to connect with and send messages electronically to the Arkansas Department of Health.
