Any hair relaxer product sold in this state that contains a carcinogen or reproductive toxicant must adhere to the warning label requirements of Act 964 of 2025. If you have questions regarding carcinogens or reproductive toxicants in hair products, please discuss with your healthcare provider, hairstylist, cosmetologist, or barber. If you have questions regarding the law, you may reach out to the Arkansas Department of Health – Cosmetology Section at 501-682-2168, or the Arkansas Department of Labor and Licensing – State Board of Barber Examiners at 501- 682-4035. You may also reach out to the United States Department of Health and Human Services, the Food and Drug Administration, the National Toxicology Program, or the Center for the Evaluation of Risks to Human Reproduction.
Restoration of Full Cosmetology License Fee effective Jan. 1, 2026.
(Only applies to Cosmetology and related branches only)
- Beginning January 1, 2026, the cosmetology licensure renewal fee amount will be restored to the original amount before the initiation of reduction.
- The reduction in licensure renewal fee was a temporary measure limited to two calendar years (Jan. 1, 2024, to Dec. 31, 2025) in line with Act 114 of 2023.
- Reduction applied to licensure fees only and did not include fines or violations.
